    DRC’s APCSC partners with USAEF 2025 to bring infrastructure-driven energy vision to Houston

    The Pilots, Coordination and Floating Cooperation Agency (APCSC) will participate as a strategic partner at the 2025 United States-Africa Energy Forum (USAEF) in Houston, reaffirming the Democratic Republic of the Congo’s commitment to transparent, investment-driven development across energy and infrastructure. As part of this year’s program, APCSC will highlight two speakers on the main stage agenda who will engage directly with U.S. and international stakeholders about the DRC’s evolving investment environment and energy opportunities.

    In addition, the Agency will host a dedicated DRC Roundtable on August 7th. This is an invitation-only session for a select group of qualified investors, and applications are now being accepted for investors who wish to participate. This roundtable will provide a high-level platform to uncover new opportunities across power generation, grid infrastructure and mining-related energy supply chains, as well as direct access to senior decision-makers who will shape the future of the country’s economy.

    APCSC joins USAEF 2025 against the backdrop of a transformative year marked by strong actions and an increasingly proactive approach to investor engagement. In April 2025, the agency signed a protocol with Governor Haut Huret, indicating its intention to support private investment in the region’s vast reserves of diamonds, copper, coltan and cassiterite. By coordinating infrastructure development alongside resource extraction, APCSC is laying the foundations for integrated value chains that link local economies to national and cross-border energy markets.

    The agency also played a central role in finalizing the renegotiation of the landmark China-Congo infrastructure agreement in 2024, increasing total investment from $3.2 billion to $7 billion and confirming the Democratic Republic of Congo’s 40% stake in key assets such as the Busuanga hydroelectric dam. The Agency’s leadership continues to focus on monitoring and delivery, conducting field missions at the Sicomines mining complex and Busuanga power facility to ensure compliance with the renegotiated terms and improve standards of performance and accountability.

    These moves reflect broader changes in DRC’s investment strategy. This is rooted in transparency, institutional clarity, and strategic alignment of infrastructure with energy and resource development goals. Also in 2024, APCSC signed a historic agreement with SOCOF, the national fiber optic operator, to integrate fiber deployment into all relevant infrastructure corridors developed under the China-Congo framework. The project aims to establish the digital backbone needed to support smart energy systems, data connectivity and industrial growth, especially in remote and resource-rich regions.

    APCSC’s participation at USAEF 2025 reflects an open invitation to U.S. and global investors, partners, and developers to join this new chapter in Africa’s energy progress. The agency’s efforts to put power generation at the heart of the DRC’s ambitions, from hydropower to solar power, grid-scale to off-grid, provide a model for African countries seeking to link abundant natural resources with long-term energy security and development impact. The DRC Roundtable provides a rare opportunity to engage directly with the architects of this strategy, assess the real-time project pipeline, and jointly form part of a forward-looking investment vision.
