Libya is moving rapidly to capture and monetize its growing amount of associated gas through new discoveries, infrastructure upgrades, and reinvestment in long-stalled assets, creating significant opportunities for technology and service providers. In November 2025, OMV announced a significant oil discovery in Block 106/4 in the Sirte Basin, with 2.6 million cubic feet of gas per day also tested, reinforcing the National Oil Corporation’s (NOC) broader efforts to channel new gas flows into domestic power supply and long-term monetization plans.
This momentum follows Zaraf Oil & Gas’s start-up of the Chadar field earlier this year, which exported more than 600,000 barrels of high-grade crude oil and brought online 7.5 million cubic feet of associated gas per day. The G1-NC4 well further expanded production, adding 4,675 barrels per day and an additional 2 million cubic feet of gas, supporting NOC’s strategy to rapidly develop dormant fields and commercialize previously untapped gas. Sirte Basin: Libya’s biggest opportunity for gas conversion technology
The Sirte Basin, which holds about 95% of Libya’s hydrocarbon reserves and an estimated 37.7 trillion cubic feet of gas, remains the center of the country’s gas monetization activities. Fields such as Sarir, Waha and Gialo contain the largest volumes of associated gas, and operators such as AGOCO, Waha Oil Company and Sirte Oil Company are promoting new gas handling, compression and processing schemes.
International partners are also returning. OMV’s recent discoveries, Repsol’s new exploration plans and ongoing production ramp-up programs reflect improved operational stability and clear market development for flare gas recovery, compression and reinjection systems, gas-to-power solutions and modular processing equipment.
Offshore expansion: Boori gas project creates multi-billion dollar supply chain
Offshore, NOC and Melita Oil & Gas (a joint venture with Eni) are pursuing a Boori gas utilization project with the goal of recovering 3.5 trillion cubic feet of associated gas. Contractors Saipem and NextGeo are upgrading the DP3 and DP4 platforms with new processing modules, compression units and pipelines to route the recovered gas to the Sabrata platform and then to the Melita complex for export to Italy via the Greenstream pipeline. First operations are scheduled for 2026. For engineering companies, EPC contractors and technology providers, Bouli represents one of the largest offshore gas recovery and processing programs in North Africa.
Murzuq Basin: Proven field-level gas utilization model
In the Murzuq Basin, the Sharara field, operated by Akakus Oil Company, continues to produce commercially valuable associated gas, despite producing less than Sirte. Previous flaring reduction efforts at NC-115 and NC-186 have included steam recovery units, power generation modules, and gas transfer pipelines that have demonstrated that regional-scale gas monetization is technically viable and economically attractive. These proven models form a blueprint for replication across dozens of sectors where infrastructure is minimal and rapid deployment systems deliver the fastest returns.
Libya is a world leader in gas flaring and NOC is actively seeking technology partnerships that can convert waste gas into commercial value. Preferred solutions include gas reinjection to increase recovery in mature Sirte Basin fields. Gas-to-power systems including modular and fast-track power generation units. Flare gas recovery technology for both main facilities and satellite fields. and emerging mini-GTL and modular processing plants suitable for remote locations and areas with limited infrastructure. These projects offer strong opportunities for engineering, EPC, technology and services companies specializing in gas processing, modular processing, flaring mitigation and power generation, allowing Libya to advance a new generation of flaring mitigation and gas monetization initiatives aimed at stabilizing the country’s electricity supply, while expanding its long-term gas export potential to Europe.
