Libya’s transition to renewable energy will take center stage at the Libyan Energy and Economy Summit (LEES) 2206, with confirmed participation by Renewable Energy Holding Company (REHC), Libyan Renewable Energy Authority (REAoL), Repsol Renovables, Total Energies and Libyan Solar System Company (LSSC). The parent companies of TotalEnergies and Repsol Renovables will participate in LEES 2026 as Diamond Sponsors, while REAoL will participate as an official partner, highlighting the summit’s strategic alignment with Libya’s national clean energy agenda.
The 4th LEES, to be held in Tripoli from 24 to 26 January 2026, will convene public and private stakeholders to drive investment, infrastructure development and energy diversification across Libya’s evolving power sector.
At the policy and regulatory level, REAoL remains the main national institution responsible for implementing renewable energy policies and overseeing Libya’s long-term transition to clean energy. Founded in 2007, REAoL is currently implementing the National Strategy for Renewable Energy and Energy Efficiency 2023-2035, which aims for renewable energy to account for 17% of the national energy mix by 2025 and 22-25% by 2030.
REAoL Chairman Abdelsalam Al-Ansari will be a speaker at LEES 2026, contributing high-level insights on national planning, regulation and institutional reform. Under his leadership, REAoL has advanced several ground-breaking initiatives towards 2025, including the enactment of Libya’s first comprehensive renewable energy law, a nationwide “Go Green” rooftop solar program, and a large-scale solar resource assessment conducted in collaboration with Germany’s GIZ to support quality assurance of future solar power development. REAoL’s participation as an official partner of LEES 2026 strengthens the Summit’s role as a platform for policy-driven investment and implementation.
At the level of national project implementation, REHC remains the main promoter of renewable energy implementation in Libya. The state-owned company, established under REAoL, oversees a step-by-step roadmap to integrate renewable energy into a power grid that has historically relied on hydrocarbons. In 2025, REHC has advanced several priority developments, most notably the 500MW Sadada solar power project, developed in collaboration with Total Energy (which will be represented by the High Representative at LEES 2026) and the Libyan Integrated Electricity Company. The project is currently in final preparation stages, with commercial operation scheduled for 2026.
REHC is also coordinating solar power programs for hospitals in southern Libya, supporting local manufacturing partnerships, and implementing the national “Go Green” initiative to accelerate the adoption of rooftop solar power across residential, industrial and agricultural consumers. The company continues to expand its organizational capabilities through specialized subsidiaries covering project execution, design, procurement and contracting. REHC Chairman Asail Rtaima will represent the company at LEES 2026 and contribute to discussions on project implementation, grid integration and institutional capacity building.
International expertise will be represented by Repsol Renovables, the renewable energy division of Spain’s Repsol Group. While Repsol’s core Libyan operations remain focused on upstream oil and gas, the company is integrating sustainable energy solutions alongside its hydrocarbon activities. Current initiatives include a gas flaring reduction program and an LPG supply project at Ubari, currently in the FEED stage. Jose Partida Solano, Head of Business Development at Repsol Renovables, will be at LEES 2026 to highlight the role of international operators in technology transfer, emissions reduction and integrated energy systems across emerging markets.
Private sector participation comes from LSSC, one of Libya’s leading renewable energy companies. Tripoli-based LSSC provides end-to-end PV solutions to residential, commercial and industrial customers, especially in regions facing grid instability. The company also operates as a technology training hub and supports workforce development and rooftop solar installations under the country’s Go Green initiative. LSSC Chairman Samir Alwarfali will be present at LEES 2026 and provide insights on market readiness, distributed solar power deployment, and regional capacity building.
