The upcoming MSGBC Oil, Gas & Power 2025 conference and exhibition, to be held in Dakar from December 8th to 10th, will feature a series of high-level technical and strategic presentations highlighting the latest opportunities across West Africa’s energy landscape. With increased investment, major new exploration programs and expanding downstream ambitions, this session will provide investors with detailed insight into the latest developments in the MSGBC basin and beyond.
Scheduled to outline Société Africaine de Raffinage (SAR)’s vision for regional refining capacity, SAR CEO Mamadou Aviv Diop will deliver a keynote address focused on Senegal’s downstream expansion strategy. This follows SAR’s milestone of refining domestically produced crude oil from the Sangomar field for the first time in February 2025. The SAR 2.0 project aims to increase refining capacity by 4 million tonnes per year, allowing Senegal to fully meet its domestic fuel needs and regional market supplies.
Meanwhile, Gambia National Oil Company’s Director of Exploration and Production, Canny Jobe, discusses the Gambia’s offshore and opportunities. This presentation will provide an overview of the country’s future position within the MSGBC basin, highlighting the geological continuity with major discoveries offshore Senegal and Mauritania. Offshore licenses valid in the country include blocks A2, A4 and A5, in addition to investment reserve areas such as block A1 and ultra-deepwater blocks A3 and A6. Jobe is also expected to outline the country’s onshore potential, current data capture levels and the government’s regulatory modernization efforts through the upcoming Oil Exploration, Development and Production Bill.
Also in the upstream sector, Ceredonio Placido Vieira, General Director of Guinea-Bissau state-owned Petrogin, will give a presentation on exploration opportunities in Guinea-Bissau. The session will provide a comprehensive update on the country’s new offshore activities, including energy giant Chevron’s exploration plans for deep to ultra-deepwater blocks 5B and 6B announced in November 2025, and exploration company Apas Energy’s ongoing analysis of the drilling of the Atum-1X exploration well. Vieira is expected to touch on resource potential across the Sinapa and Esperanza licenses, both of which host both proven discoveries and significant risk-free prospective volumes.
In the renewable energy space, Eric Schmidt, associate director of upstream energy at S&P Global Insights, will present “White Hydrogen – Where Does It Fit?” While green hydrogen accounts for the majority of current project development in Mauritania, this session will provide an overview of the global geological hydrogen landscape, its potential relevance to African markets, and the analytical framework used by S&P Global to assess the resource class.
Another highlight will be a presentation by Mohamed Zaid, Director of International Cooperation, Media and Communications at the Libyan Ministry of Oil and Gas, who will provide an overview of the Energy Gel Initiative, a national capacity development program aimed at equipping young Libyan professionals with technical and leadership skills for the energy economy of the future. His presentation will review recent training cycles completed under the initiative, continued collaboration with international technology partners, and Libya’s broader strategy to develop a skilled domestic workforce across both hydrocarbons and renewable energy.
