A-grade office development in Apollonia City

The City of Apollonia has begun a major infrastructure development phase following a groundbreaking ceremony held on Friday, February 7, 2026, marking the start of construction of 25 kilometers of roads across Ghana’s largest master-planned urban development.

The ceremony, held at the site of Apollonia City, brought together government officials, local authorities, development partners and community representatives to launch the project, which will be executed in partnership with Core Construction Limited. This infrastructure work will include asphalt roads that incorporate sidewalks, bike paths, curbs, lane markings, public works crosswalks, landscaping, and a comprehensive storm drainage system.

Deputy Minister of Roads and Highways, Alhassan Saib Sufuini, said the project is a model for infrastructure-led urban development in Ghana. Officials emphasized that this effort demonstrates how disciplined planning and strategic infrastructure investments can reshape housing and economic development across the country.

Mr. Joseph Tetteh, Member of Parliament for Kpone Katamanso, attended the ceremony along with Mr. Daniel Tetteh, Chairman of Apollonia Municipal Board, Mr. Yomi Ademola, West Africa Chairman of Rendeavour, and Mr. Kevin Lartey, Operations Director of Core Construction Limited.

Apollonia City is a 2,325-acre master-planned development designed to address unplanned urban growth in the Accra metropolitan area. The city integrates residential neighborhoods, commercial districts, a 200-acre light industrial park, social infrastructure, and recreational facilities within a managed urban environment.

Rendever has invested more than US$250 million in critical infrastructure for the city of Apollonia, including a 75MVA primary substation, more than 50 kilometers of utility network covering power, water and communications, and the city’s road system. This investment has enabled private sector development and job creation across the site, located between Oybi and Afienya.

Perminus Malisi, National Chairman of Rendever Ghana and Managing Director of Apollonia City, said the infrastructure works reflect a long-term commitment to the planned urban development. The executive noted that the road network serves as a key artery supporting the city’s growth potential across the Accra metropolitan area.

Core Construction Limited was established in 1995 and operates as a wholly Ghanaian-owned civil engineering company with extensive experience in delivering infrastructure projects across the country. The company maintains modern quarry facilities at Shai Hills to support quality control and project schedules.

Kevin Lartey confirmed Core Construction’s commitment to delivering roads that meet technical standards while maintaining safety and reliability protocols. The company has completed numerous government and private sector projects across Ghana’s transport and infrastructure sectors.

Morgan Oriahi, West Africa Project Director at Rendever, emphasized coordination and technical integrity in project implementation. The infrastructure phase will support Apollonia’s broader vision through environmental responsibility and integration with the existing utility network.

The partnership between the City of Apollonia and Core Construction Limited advances an infrastructure-first development strategy in West Africa. The road network will improve accessibility, support commercial activity, and establish the foundation for future development phases throughout the master-planned community.

Ghana faces significant urbanization pressures as population growth is concentrated in metropolitan areas. The Accra metropolitan area continues to expand rapidly, creating a demand for planned development that provides infrastructure prior to the construction of residential and commercial facilities.

Apollonia City was conceived and launched in 2012, with initial infrastructure completed in 2015. The development targets housing for approximately 100,000 residents across residential, commercial, retail and light industrial sectors, and facilities for 30,000 daily visitors.
