    LEES 2026 drives the next stage of France-Libya energy investment

    The Libya Energy and Economy Summit (LEES) 2026, to be held in Tripoli from January 24-26, will host a dedicated France-Libya roundtable, providing government officials, investors and industry leaders with a strategic forum to accelerate bilateral cooperation across energy, infrastructure and trade.

    The roundtable comes amid renewed diplomatic and commercial engagement between the two countries. A meeting held in November 2025 between Libyan Minister of Economy and Trade Mohamed Al Fej and French Ambassador Thierry Varad reaffirmed the commitment to activate long-standing agreements, including the 2010 Declaration of Intent on Strategic Partnership. The discussions highlighted Libya’s interest in expanding cooperation across oil and gas, solar energy and health sectors, with 33 French companies already operating in the country.

    In the upstream sector, TotalEnergies continues to be a cornerstone partner of the Libyan National Oil Corporation (NOC), operating in key assets such as Waha, Sharara, Mabrouk and Al Jurf. Initiatives include increasing production by 20% at the Waha field, advancing the 6J North Gialo development, and restarting the Mabruk field earlier this year. TotalEnergies is also supporting Libya’s emissions reduction goals through methane monitoring, flaring reduction programs, and the deployment of AUSEA drone technology.

    Renewable energy is also attracting attention. TotalEnergies is partnering with the Libyan Renewable Energy Agency and the Libyan General Electricity Company to develop a 500MW solar power project near Misrata, positioning the initiative as a benchmark for Libya’s solar power industry. France’s extensive efforts include programs led by Expertise France and continued collaboration with TechnipFMC.

    The French agency’s involvement will further expand in 2025, with the national agency Business France intensifying its activities in Libya through its North Africa office in Tunisia. Recent initiatives, including a new memorandum of understanding with the Mistrata Free Zone and the Libyan National Development Authority, strengthen the strategic relevance of the France-Libya Roundtable at LEES 2026, in which Business France will participate and contribute to discussions on trade, investment and sector development.

    France’s participation in LEES is strengthened by strong institutional partnerships. The French Embassy in Libya actively encourages the involvement of companies and has hosted the active participation of French companies at past summits promoted by EVOLEN. B2B activities supported by EVOLEN will continue in 2026, highlighting France’s efforts to deepen economic and energy ties with Libya.
