    Senegal: FONSIS launches partnership call for construction of Dakar Millennium Center, West Africa’s future financial and technology hub

    The Fund for Strategic Investments of the Government of Senegal (FONSIS) has launched a call for partnerships to realize the Dakar Millennium Center (DMC), a large-scale integrated urban project aimed at transforming a 37-hectare strategic site in Wakam on the West Corniche into a world-class business district. The official document detailing the call specifies the project’s technical requirements, participation methods, and financial objectives.

    Structured project in the heart of West Cornish
    With the mission to consolidate one of Dakar’s most strategic lands, FONSIS intends to turn DMC into a mixed-city destination combining high-level advanced industry, technological innovation, business tourism and premium services. The project clearly aims to position Dakar as a regional financial and technological hub capable of attracting multinational companies, international organizations, technology companies, innovation centers and major investors. According to this document, this future urban district must harmonize architectural modernity, economic performance and environmental sustainability.

    Programmatic axis: an integrated financial and technology ecosystem
    The program of the Dakar Millennium Center is based on several structuring pillars.
    – A modern business district aimed at locating the regional headquarters of multinational companies, financial institutions and high value-added services.
    – An innovation hub designed to accommodate digital companies, R&D centers, incubators and biotech companies.
    – Premium hotels and luxury residences in line with international standards for business tourism.
    – Conference and event center where conferences, international forums and economic conferences can be held.
    – Important related infrastructure: modern shopping centres, world-class private clinics and urban support services.

    All this is based on the reference master plan, a true urban backbone that guarantees architectural consistency, land optimization, sustainability strategy and a controlled operational phase.

    A strategic partner with deep expertise
    FONSIS targets the following partners:
    – Proven expertise in comprehensive urban planning, territorial planning and development of large sites.
    – Familiarize yourself with international standards in urban planning, sustainability, resilience and design.
    – Ability to mobilize private and institutional investors to ensure financial completion of the project.
    – Solid references in comparable projects: financial districts, technology hubs, new cities, large integrated urban centers.

    The selected partners will be involved in all stages of the project, including pre-development, structuring, technical and financial considerations, business planning, capital mobilization, construction and city operations.

    6-step selection process
    Calls for partnerships will be accepted until 12:00 pm on December 29, 2025 and will be made in several orders.
    1. Application reception
    2. Evaluation of expressions of interest.
    3. Pre-selection of 5 best candidates.
    4. Competitive dialogue with each.
    5. Final selection.
    6. Signing of co-development and/or co-investment agreements.

    FONSIS reserves the right to modify or cancel the process without any obligation to compensate.

    Catalyst for urban and economic transformation
    Together with DMC, FONSIS confirmed its strategy to leverage private capital to build projects with significant economic and urban impact. The future complex, located on one of Dakar’s last prime pieces of land, could look like this:
    – Regional command center for finance, services and technology.
    – A driver of international appeal.
    – Demonstrator of the new Senegalese model of public-private co-investment.
    – Catalyst of urban modernization on the Atlantic facade.

    The Dakar Millennium Center is therefore one of the most ambitious urban projects ever implemented in Senegal, seeking the participation of global actors who can create a sustainable, competitive and iconic business district.
